Preheat oven to 375° F. Line baking sheets with parchment paper (This is necessary to remove cookies from pan without breaking them). Melt butter in saucepan; remove from heat. Add oats, sugar, flour, corn syrup, milk, vanilla and salt. Mix well. Drop by teaspoons onto baking sheets about 3" apart. Spread thinly with rubber spatula. Bake for 6 - 8 minutes or until they are golden brown. Remove from oven and cool completely on baking sheets on cooling racks. Peel parchment from cookies. Melt milk chocolate chips in a saucepan over low heat until melted, stirring occasionally. Or you can melt them in your microwave in a bowl. Spread a thin layer of the melted chocolate chips onto flat side of cookies. Do this for half, using the other half as a cover. Makes about 3 1/2 dozen cookies.
